The Basic Communications Operations Course was established in January 2150 to train Starfleet basic training and officer school graduates in required communications skills, in accordance with Starfleet Operations Order #83. The course was designed to provide introductory communications instruction and qualify students to both operate the newly developed handheld communicators and meet the basic standards required for a Starfleet Communications Rating.
