Starfleet Operations Division
The Office of the Chief of Starfleet Operations is the personal staff of the Rear Admiral in command of Starfleet Operations. This office is responsible for creating operational policy for the entire Starfleet. The Starfleet Operations Division, headed by the Deputy Chief of Starfleet Operations, is likewise responsible for implementing operations policy across all Starfleet offices. Both of these operational command offices are located at Starfleet Headquarters.

The Starfleet Liaison Office, located at UESPA headquarters in Houston, was originally created in 2137 as the "UESPA Liaison Office". In November 2142 the office was expanded to liaison with both MACO and the ECS under its current name as the Starfleet Liaison Office.
The primary function of the Starfleet Liaison Office is to coordinate the recruitment of both active and prior service MACO, Earth Cargo Service, and UESPA personnel into the Starfleet
The Starfleet Communications Office was created in October 2141, per Starfleet Operations Directive #34 and is located in Starfleet Headquarters. The office's main function is to research and develop space communication-based systems for use on Starfleet space vessels. In May 2147, the Starfleet Communications Office was responsible for implementing the Linguacode Translation Matrix into all Starfleet communications systems, allow for near instantaneous translation of most alien language forms.
STARFLEET OPERATIONS COLLEGE
The Starfleet Operations College was opened in August 2145 in order to provide education and training to future starship crews upon the commissioning of Starfleet's first space vessels in 2146. The original college was established at an annex of the Starfleet Training Center with the first student classes scheduled for October 2145. During the first month of operation, the Starfleet Operations College prepared the curriculum for the new Starfleet Gunner's Course as well as plans for a flight simulation course for prospective Starfleet helmsmen.
STARFLEET OPERATIONS HISTORY
Starfleet Operations is the original Starfleet organization founded in 2135 as a branch of the United Earth Space Probe Agency. When Starfleet Operations was first created, the office held twenty members and had expanded to three hundred within its first three months of existence. During this time, Starfleet Operations was located on the second floor of UESPA headquarters in Houston on Earth. In 2137, the Office of Starfleet Operations was relocated to Starfleet Headquarters in San Francisco.
In October 2137, Starfleet Operations underwent a major expansion and reorganization following the promotion of the Chief of Starfleet Operations (Dr. Thomas Nelson) to the rank of Rear Admiral. At the same time, the position of Deputy Chief of Starfleet Operations was created in the rank of Commodore. A further Commodore billet would be established three years later following a major expansion of the Office of Special Projects. In October 2141, per Starfleet Operations Directive #34, the Office of Starfleet Operations was again reorganized; a year later, the office was expanded again following the creation of Starfleet Mission Control.
In June 2145, following the creation of the Office of the Starfleet Chief of Staff, Maxwell Forrest, head of the Office of Special Projects as well as the NX Project, was promoted to Rear Admiral and became the second Chief of Starfleet Operations. Two months later, the Starfleet Operations College was opened in order to provide training for starship crewmembers.
In December 2148, Starfleet Mission Control was separated from Starfleet Operations to become an independent office, although still nominally subordinate to the Chief of Starfleet Operations.
