Starfleet Command Orders

Starfleet Command Orders are major directives of the Starfleet Command Council impacting the entire Starfleet organization.  Starfleet Command Order #1 created the Starfleet Command Council in March 2143 while Starfleet Command Order #2 appointed its members.  Starfleet Command Order #8 further clarified the composition of the Command Council, its authority, and added the Director of Starfleet Security as one of its members.
