Starfleet Command Orders are major directives of the Starfleet Command Council impacting the entire Starfleet organization.  Starfleet Command Order #1 created the Starfleet Command Council in March 2143 while Starfleet Command Order #2 appointed its members.  Starfleet Command Order #8 further clarified the composition of the Command Council and its authority.  Further command orders of the 2140s expanded the Starfleet leadership to include the Chief of Starfleet Facilities and promotion of the Director of Starfleet Security to the rank of Commodore as the new Chief of Starfleet Security.
