CHAPTER THREE
ADVANCED RANK
Applicants for service in the Starfleet who hold prior or service in UESPA, the Earth Cargo Service, or MACO may be eligible for a direct commission at a higher Starfleet rank equivalent to the last position held within their respective organization. As of 2144, commissions to the rank of Ensign may be obtained through a standard application to Officer Candidate training. Preferred candidates include UESPA supervisors, Earth Cargo Service personnel holding either a Warp Craft Pilot or Space Merchant Officer License, or MACO commissioned officers. Advanced rank to Lieutenant and above is determined by Starfleet Administration based on the last prior service position held as follows:

Personnel eligible for Advanced Rank are required to complete a standard officer training course and complete all requirements for commissioning. Upon graduation from officer training, a commissioning order will be issued in the higher advanced rank as previously determined. An alternate method of Direct Appointment is reserved for cases in which a Starfleet applicant is required to be immediately commissioned in the Starfleet for a specific role or purpose. Direct Appointments require the approval of the Chief of Starfleet Administration with endorsement from the Central Office of Recruiting.
Medical personnel, whose education may warrant a more senior position in Starfleet, will be accorded Advanced Rank per the provisions of the Starfleet Medical Manual (Chapter Five) for commissioning as a 3500 Medical Officer. Exceptions exist for medical personnel who were also prior service personnel of UESPA, MACO, or the Earth Cargo Service, in that advanced rank may also be issued if the applicant held additional ranks or positions in accordance with the above discussed section pertaining to prior service personnel.
CHAPTER FOUR
DUTY SECTIONS AND WATCHES
Starfleet duty sections are groups of Starfleet personnel who maintain a twenty-four presence at a Starfleet installation in order to ensure continuous operations. The first duty section in Starfleet was activated at 1400 hours on June 23rd, 2137 upon the formal opening of Starfleet Headquarters. Duty sections may also man duty watches, which are specific stations within a facility requiring a withstander for observation or maintenance.
FACILITY DUTY SECTIONS
A duty section is a collection of personnel who are required to either be present at a facility for twenty-four hours or who are considered "on-call" for any emergencies occurring after normal working hours. On-call duty section members are only applicable to Starfleet facilities, such as Starfleet Headquarters, the Starfleet Training Center, and the Starfleet Engineering Complex. All such facilities have multiple duty sections which rotate "duty days", during which the duty section is responsible for the upkeep and maintenance of the Starfleet facility as well as emergency response.

A Senior Watch Officer (known as the SWO) ​is the supervisor of all duty sections and typically holds the rank of Commander. The SWO is responsible for approving duty section rotation schedules and, with approval of the facility's Commanding Officer, appoints personnel to duty positions per a formal appointment letter.
STANDARD DUTY POSTIONS

Command Duty Officer: Rank of Lieutenant or higher. Serves as the representative of the Commanding Officer when the Commanding Officer is not present. Typically remains at the facility for the entire duty day.

Duty Administration: Typically holds the rank of Ensign. Oversees the administration of the Duty Section as well as serving as the officer in charge of the attached Duty Section Members.

​Duty Security: Oversees the physical security of a Starfleet installation and serves as a liaison to local law enforcement. Required to be on-site at the Starfleet facility for the entire duty day of twenty-four hours.

​Security Team Member: Security Guard Crewmen who are assigned to the facility security team. Remains on-site after working hours to conduct security patrols as well as after-hours emergency response.
​Duty Operations: A commissioned officer who provides leadership for after-hours services to the facility and also serves as the Facility Emergency Management Officer. Must hold certification as a Maintenance Officer. May perform after hours duty either on-call or remain present at the facility per preference of the SWO.

Duty Maintenance: Crewman in an engineering rating who serves as on-call technician for after-hours maintenance and repair.

​Quarterdeck Officer: Typically holds the rank of Ensign. Mans an assigned position at the entrance of the facility to provide information and directions to visiting officials and guests. The position of Quarterdeck Officer is intended to rotate on a watch schedule and typically is only manned during normal working hours.​

​​​Quarterdeck Crewman: Between two to four duty section members assigned to assist the Quarterdeck Officer in the performance of their duties.​​
​Duty Medic: Crewman in the rate of Corpsman who serves as a medical technician for the duty section as well as a liaison to local medical facilities in the event of an injury or medical emergency at the facility. Remains at the Starfleet facility for the entire twenty-four hour duty day.

Duty Section Member: Generic title for Crewman assigned to a duty section to assist the duty section officers in the performance of their duties.
Exceptions to Duty Section rotations exist at the Starfleet Training Station Alice Springs, which is considered a tenant agency of an Australian military base, and therefore does not maintain a duty section since these functions are performed by Australian personnel. In addition, recruits of basic training and officer candidate instruction must remain on site at the Starfleet Training Center for twenty-four hours a day but are not considered attached to the facility itself and do not perform duty or stand actual watches (training or "dummy watches" may be stood as part of the recruit's instruction).

The above Duty Section regulations also do not apply to the Starfleet Shipyard, which is considered a space-based facility and maintains specific watch and duty regulations per the Starfleet Engineering Manual (Chapter Four).
CHAPTER FIVE
STARFLEET OFFICER DESIGNATORS
Designators for Starfleet officers are utilized to determine career path and billet assignments. Starfleet officer designators were first established in late 2130s, shortly after Starfleet's creation, and are further grouped into the three main Starfleet divisions.

CHAPTER SIX
STARFLEET CREWMAN RATINGS
Crewman ratings are independent titles held by Starfleet enlisted crewman, separate from their actual rank. Rating titles are utilized to determine assignment billets as well as the general field of training which a Starfleet crewman will receive through Starfleet Training Command. Crewman ratings were first established in August 2140 through issuance of Starfleet Administrative Order #49.
Crewman Ratings

A Starfleet Crewman may be issued a rating only after completion of a designated rate training school (known as an "A-School course"). In cases where no A-School exists for a particular rating, a Starfleet applicant may be pre-approved for the rating base don prior service education and experience with the rating then assigned at the conclusion of Basic Training. For personnel who have not otherwise qualified for a rating, or for which no rate training was recieved, the Starfleet member will be assigned to the rating of Ablesman.
CHAPTER SEVEN
STARFLEET LEAVE NAD TRANSIT PROCEDURES
Members of the Starfleet shall be entitled to leave from duty accumulated at a rate of 3 days per month, in addition to any extra leave awarded by special order, not to exceed sixty days earned in one year.

Transit Status is a special duty condition in which a service member has been released from one assignment but has not yet reported to another. Transit Status is most often declared when there is a considerable delay between assignments due to availability of transport between two duty stations or the service member has been granted leave prior to arrival at their next duty station.

Standard Leave may be requested through the service member's local command and is dependent upon the needs of the command's mission, manning requirements, and any other factors as determined by the commanding officer. The maximum amount of leave a Starfleet service member may be granted at any one point is 90 days (3 months).

Extended Leave may be granted by a local command to extend a service member on current leave to a maximum of 120 days (6 months) at the discretion of the commanding officer. During this time period, the service member will still be considered attached to the parent command and will return to previously assigned duties once leave has expired.
​
Leave of Absence is a special status where the Starfleet member will be detached from the current command and placed on Inactive Duty for a duration not to exceed a period of one year. A leave of absence requires a special request to Starfleet Administration and may be extended of upwards to a maximum of three years.
