Starfleet Security is one of the major divisions of Starfleet, first founded in 2137.  The Office of the Chief of Starfleet Security is located at Starfleet Headquarters in San Francisco.

OFFICE OF ASSIGNED SECURITY FORCES

The Office of Assigned Security Forces oversees the administrative assignment of Starfleet security personnel to various other Starfleet units and commands, although these security forces typically answer to local chains of command.  The exception is the Starfleet Training Station at Alice Springs, Australia, as well as the First Security Company which was established in May 2149 as a permanent Starfleet presence stationed at the MACO barracks in the San Francisco Bay area.

The Starfleet Security Detachment X-Ray, formed at the same time as the First Security Company, is a small security contingent intended to deploy security forces to classified locations. Members of the detachment wear no rank insignia and are deployed as needed in order to support Starfleet and United Earth projects of a secret nature.

OFFICE OF SECURITY POLICY

The Office of Security Policy was established as part of the original organizational structure of Starfleet Security in the 2140s. The office’s primary function is to develop and maintain high-level programs, directives, and procedures governing the recruitment, training, and deployment of security personnel throughout Starfleet. In carrying out this mission, the Office of Security Policy works in close coordination with Starfleet Training and Starfleet Recruiting to ensure a unified and comprehensive security policy framework for presentation to senior Starfleet leadership.

STARFLEET TRAINING STATION ALICE SPRINGS

The Starfleet Training Station at Alice Springs is the primary location for all security training as well as one of the locations for the field portion of Starfleet Survival Training.  Until 2149, the station reported to Director of Starfleet Security, after which the station became a  subordinate command to the Director of Assigned Security Forces.

In November 2141, Starfleet signed a fifteen-year contract with the government of Australia, a nation not a member of the United Earth, for access to an Australian military post in the Outback city of Alice Springs.  The agreement specified that Starfleet would establish a presence of security personnel in order to open a  Starfleet Security Training Station to instruct in security specific training courses.

Routine upkeep and maintenance, as well as external security, would be provided through a contractual agreement with the Australian armed forces.  The first Starfleet personnel reported to Alice Springs on November 13, 2141.

STARFLEET SECURITY HISTORY

The Office of Starfleet Security was founded in the spring of 2137 in order to provide a security force for Starfleet Headquarters.  The initial membership of Starfleet Security comprised fourteen members of Military Assault Command Operations (MACO) who were granted transfers into Starfleet per Starfleet Administration Order #15.  The first Director of Starfleet Security was Commander Ryan Lyndon who had previously served as a Brigadier General in the MACO and was recruited to form Starfleet Security by the Chief of Starfleet Operations, then Commodore Thomas Nelson.

The original Office of Starfleet Security was briefly located at UESPA headquarters before relocating to Starfleet Headquarters, along with all other Earth Starfleet offices, in the summer of 2137.  By the end of 2139, the office had been expanded considerably, with the Director of Starfleet Security promoted from Commander to Captain.  In July 2143, per the directive of Starfleet Command Order #3, membership in the Office of Starfleet Security was opened to the general public and the name of the branch was changed to simply "Starfleet Security".

Starfleet Command Order #19, published in May 2149, significantly expanded Starfleet Security and promoted the Director of Starfleet Security to the rank of Commodore under the new title Chief of Starfleet Security.
