STARFLEET ADMINISTRATION
Starfleet Administration is a senior level command which oversees all manpower, personnel, and support services of the Starfleet. Starfleet Administration was originally founded in late 2135 as an internal office of Starfleet Operations, primarily to codify Starfleet regulations, standardize personnel practices, and maintain Starfleet service records. The Office of Starfleet Administration became an independent branch of Starfleet in 2136 and is currently the overseeing authority for both the Bureau of Personnel and the Bureau of Ancillary Services.
STARFLEET BUREAU OF PERSONNEL
The Bureau of Personnel was created in the 2140s as a central office for the handling of all matters concerning Starfleet personnel records, assignment and promotion procedures, as well as the formal publication of Starfleet notices, manuals, and instructions. In 2149, the Bureau of Personnel was expanded to include the new Starfleet Publications Office.
STARFLEET BUREAU OF ANCILLIARY SERVICES
The Bureau of Ancillary Services, as with its counterpart the Bureau of Personnel, was created in the 2140s primarily to serve as a command authority for the newly established offices of Starfleet Supply, Starfleet Intelligence, and the Starfleet Legal Office.
OFFICE HISTORY
The first Director of Starfleet Administration was Captain Daniel Leonard, formerly the Deputy Administrator for Personnel and Administration at the United Earth Space Probe Agency. ​First located on the third floor of UESPA headquarters in Houston on Earth, in the summer of 2137 the Office of Starfleet Administration was relocated to Starfleet Headquarters in San Francisco. That fall, the office was expanded following the appointment of the Chief of Starfleet Administration to the rank of Commodore along with the establishment of the Office of Starfleet Recruiting.
In January 2141, Starfleet Recruiting was established as an independent branch of the Starfleet and removed from Starfleet Administration.

A year later, the Starfleet Legal Office was created as a subordinate office. ​In July 2145, the Office of Starfleet Administration nearly doubled in size with Commodore Leonard promoted to the rank of Rear Admiral.
