Starfleet Chief of Staff
STARFLEET DIVISIONS
There are three major Starfleet divisions, these being Operations, Engineering-Security, and Science-Medical. Starfleet divisions are primarily administrative titles used to group various Starfleet branches together and do not have a "division commander" per se, although the Chief of Starfleet Operations is considered by default the head of the entire Operations Division. The remaining division chiefs and directors report directly to the Starfleet Chief of Staff.

STARFLEET FACILITIES
The Office of Starfleet Facilities is an independent command formed in 2148 to directly oversee headquarters buildings and other facilities of the Starfleet. Upon creation of the new office, the Director of Starfleet Headquarters and the Starfleet Training Center became subordinate to the new command. The Starfleet Medical Center remained a part of Starfleet Medical, due to the close integration between the Medical Center and the First Starfleet Hospital.

Commodore Matthew Jefferies in 2148
The first Chief of Starfleet Facilities was Commodore Matthew Jefferies who had previously served as the first Director and then Chief of Starfleet Engineering. Commodore Jefferies joined Starfleet in 2136 as a Captain and had previously served in the United Earth Space Probe Agency. as the Deputy Administration for Engineering .
Starfleet Facilities also contains the Office of the Inspector General, established in 2148 to ensure standardized operations across all Starfleet installations. All personnel of Starfleet installations are considered independent commands with their own command structure. Starfleet installations are also required to maintain a duty section and be staffed twenty-four hours a day.
