STARFLEET ENGINEERING MANUAL

CHAPTER ONE

ENGINEERING QUALIFICATIONS

Engineering personnel in Starfleet consist of commissioned officers in the designator 2000 (Engineering Officer) and the enlisted Crewman rate of "Engineer's Mate".

Engineering Officer

Personnel commissioned as a Starfleet Engineering Officer must hold at a minimum a Bachelor's of Engineering degree (or its equivalent) from an accredited university.  Prior service engineering personnel from the United Earth Space Probe Agency must have completed the Chief Engineer training of the UESPA Space Flight Certification Course while Earth Cargo Service members should hold a Warp Engineer License.

Advanced rank is authorized for UESPA and ECS personnel who have served as Chief Engineers onboard UESPA or cargo vessels per the Starfleet Administrative Manual, Chapter Three.

Engineer's Mate

Civilian personnel holding an Associate's Degree or higher in an engineering related field may enlist as a Crewman in the Starfleet and apply for rate assignment as an Engineer's Mate.  Rating assignment approval will be based on a combination of the applicant's civilian education, scoring on the Starfleet Crewman Entrance Test (SCET), as well as overall performance in Starfleet Basic Training.

CHAPTER TWO

MAINTENANCE PROCEDURES

All Starfleet personnel shall hold a basic maintenance qualification for the repair and upkeep of equipment located within Starfleet facilities​.  Maintenance qualifications shall be granted by completing a prescribed course of training requirements and entered into service records.

Maintenance qualifications shall be granted following completion of a required maintenance certification as well as a qualification checklist.  Personnel may earn a higher maintenance certification than that required for thier qualification.  Corresponding duty section positions may be issued per the Starfleet Administrative Manual, Chapter Four.

CHAPTER THREE

WARP DRIVE OPERATIONS

All Starfleet personnel engaged in the active operation of a gravimetric field displacement manifold (colloquially known as a "warp drive") shall be qualified in its operation per the provisions of this manual.  Positions shall be certified by Starfleet Administration, under the following criteria, for entry into permanent service records.

Warp Craft Pilot: Service member must hold the Starfleet officer designator 1100 (Flight Officer) and must hold a Warp Craft Pilot Certification in the Earth Cargo Service or have completed the Space Flight Certification Course of the United Earth Space Probe Agency.

Warp Engineer: Service member must hold the Starfleet officer designator 2000 (Engineering Officer) and must have completed UESPA Chief Engineer Training or hold a Warp Engineer License from the Earth Cargo Service to operate a warp drive reactor in space.

Flight Surgeon: Service member must hold the Starfleet officer designator 3500 (Medical Officer) and be certified by an accredited medical qualification authority to perform in-space medical care and evaluation.

CHAPTER FOUR

SHIPYARD OPERATIONS

The Starfleet Shipyard is a manned space facility which operates under three separate management schedules, depending on the current status of space vessels being constructed within the shipyard's space docks.  All Starfleet personnel engaged in duties within an orbital shipyard shall be required to hold a minimum set of qualifications per the standards as set forth by the United Earth Ministry of Labor and Industry.  A certain percentage of shipyard personnel shall be required to hold advanced qualifications while shipyard administrators must hold a valid Dock Officer's Certificate and Port Engineer's License.

Management Schedule

The normal workday of a Starfleet shipyard is 0700 to 1600 during which time all personnel are required to be on duty, with the exception of those on leave or other detached duty status.  This management schedule applies mainly to the shipyard office which operates the day-to-day administration of the shipyard and includes the senior officers and department heads.  Shipyard office personnel may depart the shipyard after hours (via daily shuttles to San Francisco) and return by the beginning of the next workday.

Duty Section

The duty section of a Starfleet shipyard is a twenty-hour presence of personnel who must remain at all times onboard the shipyard to ensure continuous operations.  In general, shipyard duty positions adhere to Chapter Four of the Starfleet Administrative Manual, with the addition of a twenty-four command center known as "Shipyard Control" with the following additional duty stations which operate on an eight-hour rotating watch schedule.  Watches may rotate between different duty sections to avoid watch-standers required to stand the same watch at the same time each day.

Operations Monitor 

A commissioned officer who stands an eight-hour duty watch, on a rotating schedule, to oversee the hourly operations of the Starfleet shipyard.  For unusual circumstances or an emergency, the Shipyard Control Officer may contact the Duty Officer.

A Crewman holding a billet as a Communications Specialist who stands an eight-hour duty watch to monitor communication channels, receive radio messages, and reply to messages on orders from the Shipyard Control Officer.

A Crewman who directs all spaceship traffic to and from the shipyard on the approval of the Shipyard Control Officer.  This single point of contact for traffic control is to avoid spaceships receiving conflicting instructions and thus help prevent accidents.

The Operations Monitor is either a commissioned officer or an experienced Crewman who is considered second-in-command to the Shipyard Control Officer.  The Operations Monitor stands a watch at the Shipyard Operations Station which monitors all critical shipyard information such as gravity, life support, internal power, and general stability.

Starfleet Shipyard Duty Section and Watch Organization

Shipyard Sounder

A Crewman who holds qualification as an Auxiliary Craft Pilot and who pilots a shipyard inspection pod between the various shipyard space docks to check for external damage, general condition, and any unusual occurrences.  The Shipyard Sounder also divides their time with a "sounding patrol" inside the Shipyard Management Complex to record and monitor equipment readings from the Shipyard Reactor and other critical engineering and life support equipment.  Due to the important nature of this watch, the Senior Watch Officer may authorize a separate four to six hour watch rotation to ensure that sounders remain alert and attentive.

A Starfleet Shipyard also maintains two additional daily duty watches known as Duty Communications and Duty Engineer.  The Duty Engineer serves as the superior to the Duty Maintenance Crewman, while the Duty Communications Officer is responsible for the watch schedule of the Shipyard Control Radio Operators. Shipyards do not maintain a Quarterdeck Watch.

Space Dock Schedule

The Shipyard Space Dock Schedule is a duty rotation which is activated during the construction of a Starfleet space vessel.  During this time, three eight-hour shifts of spaceship construction personnel work on starship construction while a separate Shipyard Dock Officer oversees each duty shift.

During all other periods, when there no active spaceship constructions in progress, space dock personnel are folded into a regular duty section and may qualify for and stand additional watches at the discretion of the Senior Watch Officer.

The following additional permanent positions are appointed by the Shipyard Superintendent to oversee broad shipyard policies and regulations.

CHAPTER FIVE

A commissioned officer (often known as the "SWO") who oversees all duty sections and is the superior to the Duty Officers.  The SWO also approves all watch schedules and manages the various duty section and watch rotations. 

Known informally as the "Chief Engineer", the Shipyard Engineer is the senior most engineering officer onboard the shipyard and responsible for the overall policies of maintenance, damage control response, and engineering training.

The position of Safety Officer is a position held by junior commissioned officers who ensure general safety adherence onboard the shipyard.  Safety officers are appointed by the Shipyard Superintendent and require completion of a standard Safety Officer correspondence training course.

DAMAGE CONTROL QUALIFICATIONS

All Starfleet personnel are required to maintain a basic damage control qualification for the repair of Starfleet equipment in space.  Damage control qualifications are determined by standard examination; the level of damage control qualification should normally correspond with the equivalent maintenance certification.
