The Tellarite Technocracy is the governing body for the planet Tellar as well as the immediate surrounding space of the 61 Cygnus star system. The Technocracy was founded in the early 19th century, shortly after the Tellarites had discovered warp drive, and is a unique tri-cameral legislative body representing the will of the general public, the various Tellar city states, and the technical corporations which form the economic foundation of the Tellarite Technocracy.

Tellar is the third planet of the 61 Cygni star system, orbiting the outer red dwarf Miradon. The planet is the home world for the Tellarite race and the Tellarite Technocracy which was established in the nineteenth century.
The 61 Cygni Star System
The planet Tellar is a lush and green world while the native Tellarites are a pig-like race with short snouts, evolved from grub and mushroom eating mammals. The Tellarites themselves outwardly appear aggressive and frequently argue and insult others as part of their culture of total debate and absolute honesty. Overall, however, Tellarites are considered honorable and trustworthy, albeit very impolite and rude upon first impression.
After developing planetary unity and warp drive in the early 1800s, Tellar established a space trade route with Vulcan in the 1920s. Aware of the planet Earth since the mid-twentieth century, the Tellarites avoided contact with humans due to war and strife on Earth until the late 2000s and then did not make formal contact until the 2140s.
PLANETARY GOVERNMENT
The three chambers of the Tellar Congress combine to form a Grand Council which is the responsible executive agency for the Tellarite Technocracy. The Citizens Legation is directly elected, the City State Senate through indirect election by city leaders, while the Corporate Chamber is appointed by the various Tellarite technological firms.
The Tellar Congress
While Teller possesses lower courts for criminal and civil matters, there is no supreme or executive court at the planetary level, with all decisions of the government settled through vigorous debate. Within the Coporate Chamber, decisions are usually deferred to the more powerful corporations, such as the Tellarite Mining Consortium.
Although often seen as an argumentative and rude species, the Tellarite Technocracy generally avoids conflict and prefers peaceful coexistence. The Tellarite Technocracy has held a treaty of cooperation with the Vulcan Confederation since the mid 1800s, while trade contacts with the Earth Cargo Service have existed since the 2130s. Formal first contact between the Tellarite Technocracy and the United Earth occurred in 2142.
SPACE FORCE
The Tellarite military consists of a planetary defense force, various city state guards, as well as a small fleet. As a result of the Tellarite's proficiency in engineering skills, Tellarite ships are capable of reaching speeds in excess of warp seven and are generally considered to be among the best constructed space vessels.
