STARFLEET EXAMINATION, INDUCTION, AND TESTING CENTERS
The process of properly qualifying service in Starfleet begins with Starfleet examinations, which may be administered in a variety of methods depending upon the purpose of the examination and the seniority of the examination applicant. Starfleet Examinations may generally be divided into three categories: Entrance Examinations, Basic Qualifications, and Special Examinations. Most examinations may be administered by any Starfleet active duty command, a Starfleet Testing Center, or by the Starfleet Induction Center.
STARFLEET INDUCTION CENTER
The Starfleet Induction Center was formally opened in February 2141 as an annex to the Starfleet Training Center in San Francisco and serves as a "cradle to grave" facility for the entrance procedures of Starfleet. Starfleet applicants may be tested, medically examined, and entered into Starfleet without the typical delays associated with joining Starfleet through a traditional recruiting office. The Starfleet Induction Center is divided into three different sections for entrance examinations, medical certification, and entrance processing. These procedures usually take between 48-72 hours to complete during which time a prospective Starfleet member is referred to as an "Applicant". A berthing facility is located on site both for Starfleet applicants and enlisted recruits awaiting the start of Starfleet Basic Training.
Upon its original activation, the Starfleet Induction Center only serviced Crewman enlistments for the Western Recruiting Division encompassing the area in and around San Francisco; this was changed in 2142 when most recruiting offices began transferring Crewman applications to the Starfleet Induction Center for "pre-induction processing". Officer applications and some delayed enlistments continued to undergo the traditional recruiting route to enter Starfleet. Recruits unable to join Starfleet immediately on active duty were normally enlisted on inactive duty and then reported to the next available training course at the Starfleet Training Center.

Starfleet Entrance Examinations may be administered by any Starfleet Testing Center or on site at the Starfleet Induction Center. Qualification examinations are issued during basic recruit or officer candidate training and may be re-taken at any Starfleet training school or through the training or personnel office of an active Starfleet unit or office. Space flight operations special examinations are administered in accordance with regulations of UESPA while shipyard certifications are issued by the United Earth Ministry of Labor and Industry.

STARFLEET EXAMINATION CENTERS
Starfleet Examination Centers (originally known as "Testing Centers") are leased facilities located on a major academic campus which are certified locations authorized to administer entrance examinations to Starfleet applicants. As of the summer of 2144, following a reorganization of Starfleet Recruiting, each Recruiting District was assigned at least one dedicated Examination Center to administer Starfleet entrance examinations. Examination centers are certified to conduct testing for both officer and crewman applicants and then transmit the results to a local Starfleet Recruiting Station. Examinations Centers are normally operated by a staff of between twelve to twenty Starfleet personnel.

EXAMINATION CENTER PERSONNEL

The only Starfleet Examination Center qualified to perform a Pre-induction Medical Examination is the Starfleet Induction Center, which maintains on-site medical personnel to physically screen new recruits and officer candidates. In cases of Starfleet applicants joining directly from a Recruiting Station, a medical examination must be performed by a certified civilian physician who has been authorized by Starfleet Medical to perform pre-induction examinations of Starfleet applicants. Prior to 2140, this method was the preferred approach to medically screen Starfleet applicants, but has since become increasingly rare, with most future Starfleet members traveling to the Starfleet Induction Center in order to receive a physical examination.
TESTING CENTER HISTORY
Starfleet Testing Centers were first created in the winter of 2138, following creation of standardized entrance examinations for Starfleet applicants. Starfleet Testing Centers were managed by Starfleet Training, with the first testing center established in a leased academic building on the University of California San Francisco Parnassus Campus in December 2138.
By the summer of 2139, two additional testing centers had been established at Cambridge University and at the Meiji University in Tokyo. In October 2139, the American Continent Institute in Seattle signed a lease to allow Starfleet to operate a facility on its campus for the next twenty-five years. A fifth testing center was then opened in central Brazil a year later.
In May 2140, an announcement was made that the original Starfleet Testing Office at the University of California would be closing by the end of the year, with a new facility, known as the Starfleet Induction Center, constructed on the campus of the Starfleet Training Center. Groundbreaking for the new Starfleet Induction Center took place in September 2140 and the facility was opened in February 2141. As of 2144, there is at least one Examination Center assigned to each Recruiting District on Earth. Starfleet applicants on Luna and Mars are required to travel to the Starfleet Induction Center in order to undergo Starfleet entrance examinations.
